Pour this mixture into the dry ingredients and gently stir until just combined. Be careful not to overmix, as this can make the muffins tough.

(Clarification for Step 3:

• First, pour the vegetable oil into a 1-cup measuring cup. The vegetable oil should amount to 1/3 cup.

• Crack the egg into the same measuring cup that contains the vegetable oil. The egg will take up additional space and raise the level of liquid in the cup.

• Now, pour in milk into the same cup until the total volume [including the oil, egg, and milk] reaches the 2/3 cup mark.)

4. Stir in the vanilla extract, then fold in the blueberries.

5. Divide the batter evenly between the muffin cups.

6. For the topping, mix together the sugar and nutmeg in a small bowl, then sprinkle over the tops of the muffins.

7. Bake for 20-25 minutes, or until the tops are golden and a toothpick inserted into the center of a muffin comes out clean.

8. Allow the muffins to cool in the pan for 5 minutes, then transfer to a wire rack to cool completely.
